You can use the below website to resync subtitles.

Step 1:

Upload the subtitle file

Step 2:

Select 'Time Shift'

Step 3:

Set the value as '1000' millisecond to move the subtitle forward by 10 secs.

If you want to move it backwards then put negative '-1000'.

Step 4:

Click 'Shift Time now!' button

Step 5:

Download the file and upload it for the movie.
